Dave Thomas: HOD Meeting and Team Visits

Dave Thomas will be in Greensboro on April 21st to teach a Club Leadership Business Management School from 4:00 PM – 10:00 PM.  If you would like to attend or would like to have board members or key volunteers to attend please let him know.  He has the following days open for a team visit.  April 23, 24, 25, 26, 27.  If you are interested please let him know.  He has attached a listing of the FREE services he can provide when he comes to your club.  The most popular are the parent talk and the talk with the athletes about attitude, hydration, sleep and nutrition. How to submit proposed legislation for House of Delegates

For proposed legislation to pass with a 50% majority (Rules and Regulations) or a 2/3’s majority (By-Laws) the proposed changes must be submitted to the NCS rules chair by March 3, 2012.  Any changes submitted after this date will require a 90% vote to pass.  Instructions are included below.  An example and a blank template are posted on the website.

To submit proposed changes to The NCS By-Laws or NCS Rules and Regulations:

1.       Use the Legislation Template posted on the website.

2.       Provide a summary, rationale, your name (or group) along with a recommended effective date in the shaded box.

3.       In the body, copy and paste the current rule or By-law from the website.

4.       On Microsoft Word, Under review, select track changes.

5.       Edit the rule or by-law to the desired wording (MS Word will strikeout deleted text and underline added text for you).

7.       Send file to email hidden; JavaScript is required

Winter Nationals and Juniors Travel Reimbursement

North Carolina Swimming Winter Nationals and Juniors Travel Reimbursement

All NCS coaches who had athletes who participated in the 2011 Winter Nationals or Juniors, please check the list at the bottom of this document, to ensure that your athletes are properly listed.   There are a few unattached swimmers that will be moved to the proper teams when registration is checked.
This list does not ensure that your swimmer will receive reimbursement,  just that they are being considered.   These athletes will need to be checked for length of registration to determine how much of the full share they are eligible for.   They will also be check to determine if they meet the participation rule.  The process of checking eligibility should be completed by the end of the year and checks mailed in early January.  There are some swimmers listed who will not receive reimbursement because they are not eligible.  Any questions or corrections should be sent to John Roy –  email hidden; JavaScript is required
These are the complete rules regarding reimbursement that are pertinent to these two events:
212.4. TRAVEL FUND ELIGIBILITY
.1 Swimmers must be registered members of NCS and USA Swimming for the current year.
.2 Swimmers must qualify for and participate in an individual event at the National Championship or other meet for which travel support is requested or be selected for and represent NCS in a Southern Zone Championship meet. NCS will reimburse an athlete for only one event per season. Olympic Trials are exempted from this restriction.
.3 While a member of North Carolina Swimming, swimmers must have supported NCS by representing NCS in a minimum of two NCS meets that have paid into the travel fund or other designated meets during the current season or three NCS or other designated meets during the previous 12 months of the meet for which funds are requested. Short course and long course seasons are separate seasons. Designated meets shall include all sectional and Grand Prix meets and other major meets approved by the Travel Fund Committee.  A meet to which a swimmer received funding from the travel fund shall not count towards the participation requirement.
.6 The Travel Fund Committee may consider the awarding of funds for extenuating and appropriate circumstances. Such awards must have the approval of the Board of Directors prior to payment.
.8 No club in arrears, with any travel fund charges or other assessments or fees due to USA Swimming or NCS, shall receive Travel Fund monies.

212.5. ALLOCATION OF FUNDS
.1 Eligible NCS swimmers may receive reimbursement as follows:

  1. Short Course National Championships: four hundred dollars ($400)
  2. Short Course Junior Championships:  two hundred seventy five dollars ($275)

.2 When a swimmer has been NCS registered less than two consecutive years and participating in a minimum of 2 NCS meets, the swimmer may receive only one third (1/3) of the appropriate allocation during this first year of registration and only two  thirds (2/3) of the appropriate allocation during his second consecutive year of registration.

Hotel Information for April HOD Meeting

The April HOD Meeting will be held in the Special Events Center Meeting Room Wing at the Greensboro Coliseum Complex.  A block of rooms has been reserved at The Park Lane Hotel for those staying over night.  The Park Lane Hotel is located just a few blocks away from the Greensboro Coliseum, at the Four Seasons Shopping Center.  The contact at Park Lane is General Manager, Kevin Raper. Bill Martin Named NCS Executive Administrator

Bill Martin has been named executive administrator of North Carolina Swimming. In that capacity he will work with coaches, clubs, officials, and LSC committee members to manage and coordinate information flow for various NCS activities and to promote the sport of swimming in North Carolina. He is currently transitioning into the position and is working with committee members to better understand the systems and processes.

Bill is a graduate of the University of Nebraska with a B.S. in business administration and an MBA from the University of Nebraska at Omaha. He has extensive experience in sales and marketing, as well as sales administration, and has owned and published a youth sports magazine for the past five years. As the father of two teenage swimmers, Bill has been involved in swimming for several years as a meet volunteer for swim clubs in Georgia and North Carolina.
